Kekuasaan dan identitas Aceh dibentuk oleh laut. Bandar Aceh Darussalam hidup dari lada, cukai dan kapal asing; sultan-sultannya bersekutu dengan Turki Utsmani dan bergulat dengan Portugis, Johor dan dunia Melayu. Kosmopolitanisme ini bukan tambahan, melainkan inti peradaban Aceh.

Entri Balai Furdah dan cukai pelabuhan memperlihatkan tata kelolanya, perdagangan lada dan etos saudagar memperlihatkan ekonominya, sedangkan alam peudeung, hubungan Pasai dan Melaka dan bangsawan Melayu di istana Aceh memperlihatkan jejaring politiknya.

Pertanyaan ujinya: mengapa laut (bandar, panglima laot) dan darat (gampong, mukim) melahirkan dua tata kelola yang berbeda, dan apa artinya bagi Aceh yang kini lebih banyak memandang ke daratan?

Aceh's power and identity were shaped by the sea. Bandar Aceh Darussalam lived on pepper, customs duties and foreign ships; its sultans allied with the Ottomans and contended with the Portuguese, Johor and the Malay world. This cosmopolitanism is not an addition but the core of Acehnese civilisation.

The entries on the Balai Furdah and port duties show its governance, the pepper trade and the merchant ethos its economy, while the alam peudeung, Pasai–Melaka relations and Malay nobles at the Acehnese court show its political networks.

The test question: why did the sea (the port, the panglima laot) and the land (gampong, mukim) produce two different forms of governance, and what does that mean for an Aceh that now looks mostly inland?
