Majelis Ulama Aceh: dari MUA ke MUI Aceh dan MPUThe Aceh Ulama Council: from MUA to MUI Aceh and MPU
Didirikan 1965–1966; menjadi MPU 1998–1999Founded 1965–1966; became MPU in 1998–1999
The Aceh Ulama Council was founded shortly after the events of 1965 as an expression of Aceh’s religious autonomy. Its members hold that it served as the model for the Indonesian Ulama Council created in 1975, of which it then became a provincial branch, until it regained autonomy as the Consultative Council of Ulama (MPU) in the late 1990s. Its archive at the Aceh Provincial Archive is a key source for Aceh’s religious and political history.
According to a founding story still told by its members, the immediate reason for creating the council was the felt need for an Islamic legal basis to justify killing suspected communists in 1965–1966. The story binds the institution and the New Order to the same originating violence. The council served as official adviser to the provincial government and helped draft rules on zakat, the monitoring of deviant belief and the ‘socialisation’ of government programmes.
The council regards itself as the forerunner of the national network of ulama councils, with branches at provincial, regency and sub-district levels. After being absorbed as a branch of MUI in 1975, its members continued to call it the Aceh Ulama Council. Leading figures included Teungku Abdullah Ujong Rimba as chairman and Ali Hasjmy as vice-chairman in the late 1970s; Hasjmy later led it from 1982 to 1998.
The council’s archive, from the late 1960s to the late 1980s, was Birchok’s main source for the church controversies in South Aceh, support for Karo converts and efforts to damp down disputes over khilafiyah. The documents display the bureaucratic language typical of the New Order, occasionally coloured by references to Aceh’s specialness and terms such as ‘faith immunisation’. The same archive shows the council pressing reformers and their rivals from the 1970s to tone down public polemics.
R. Michael Feener situates the council within a wider picture of Aceh as a laboratory of New Order bureaucracy. Its successor, the MPU, became part of the layer of religious bureaucracy that grew with the implementation of Islamic law from 1999, alongside the Sharia Office and the Wilayatul Hisbah.
Aceh's Ulama Consultative Council (MPU) was formed by the All-Aceh Ulama Deliberation in Banda Aceh on 17–18 December 1965, with Tgk. H. Abdullah Ujong Rimba as its first chair and a structure comprising a leadership, a working body, commissions and special committees. This institutionalisation is read as a lesson drawn from the Acehnese ulama's long experience, from the war against the Dutch and the Darul Islam conflict to the upheaval of 1965. By Governor's Decree 038/1968 it was renamed the Indonesian Ulama Council of the Special Province of Aceh, with five commissions: law and fatwa; research and planning; education, teaching and culture; preaching and publishing; and religious property, a structure that also applied at district and subdistrict levels. The institutionalisation of the ulama in Aceh thus preceded by about a decade the national MUI, founded on 26 July 1975 (7 Rajab 1395 AH) at the New Order's urging, a sign that Acehnese ulama reached institutional consensus sooner. The commissions show a concern that went beyond fatwas: Ali Hasjmy described how ulama helped explain the benefits of infrastructure development to the public, even as the New Order state sought to ‘neutralise’ the ulama's political role. After the reform era the MPU became one of four branches of power in Aceh's system of government.
MPU's designers imagined it like a mufti institution in Iran filtering every government policy, but under Irwandi–Nazar it was sidelined and ex-GAM governments favoured MUNA.
