Aceh sebagai ‘laboratorium’ birokrasi Orde BaruAceh as a ‘laboratory’ of New Order bureaucracy

1965–1998

The historian R. Michael Feener argues that Aceh’s special autonomy in religion, custom and education ironically made the province a laboratory in which New Order bureaucratic forms were tested before being applied nationally. Examples include the Aceh Ulama Council, the Aceh Development Board that claimed to be the model for BAPPEDA, and the local branch of GUPPI. Birchok uses the idea to show that Aceh’s specialness did not only set Aceh apart but also bound it to the state.

Birchok mencatat ironi kronologis.

Although Aceh received special status in 1959, its autonomy was barely implemented until after the killings of 1965–1966. From then on it was administered by New Order bureaucrats at central and local levels. On the one hand this served some Acehnese interests, for example the regulation of zakat and religious courts. On the other it gave the central government an entry point into Aceh’s daily affairs.

Religion was the main field of experiment. The Aceh Ulama Council was founded after 1965 and its members believe it was the model for the national MUI of 1975. Other fields followed. In 1976, two years after the national BAPPEDA was created, the Aceh Development Board, economic planners drawn largely from Syiah Kuala University, claimed in its annual report that the presidential decree founding BAPPEDA throughout Indonesia was based on its model. The Acehnese branch of GUPPI, formed in the 1970s to rally electoral support for the government, later engaged in outreach important to subsequent Islamic legal reforms.

Birchok notes a chronological irony. Aceh’s autonomy was negotiated in Sukarno’s increasingly autocratic final years, and it ended up facilitating some of the New Order’s most potent bureaucratic forms. This fits views that stress continuity between late colonialism, the Sukarno years and the New Order.

Feener also traces how the implementation of Islamic law from 1999 inherited the New Order expectation that the state could carry out ‘social engineering’ through law, combined with the spirit of the dakwah movements of the 1970s and 1980s. The result was a new layer of religious bureaucracy that made sharia enforcement highly visible in public life, even though the substance of the law in force changed little.
