Damai struktural belum menjadi damai kulturalStructural peace is not yet cultural peace

Damai struktural belum menjadi damai kultural. Structural peace has not yet become cultural peace. A struggle that loses its ethics ends at the Kijang Innova.

No. 11/2006 baru dibentuk melalui Qanun Aceh No. 17/2013.

The thirteenth thesis holds that structural peace in Aceh has not yet become cultural peace. The Helsinki MoU signed on 15 August 2005 ended the armed war and opened the way to a law on the governing of Aceh, local parties, direct elections and a division of authority. These are real structural achievements and, compared with earlier negotiations, remarkably durable. But structure only settles who holds what. It does not by itself restore relations between parties who once killed each other, does not heal victims and does not guarantee that those who once fought remain faithful to the ethics of their struggle. The most concise formulation of this condition came from within the peace process itself: Aceh is "safe but not yet comfortable". The second part of the thesis carries a moral warning: a struggle that loses its ethics ends at the Kijang Innova.

The conceptual framework is set out in the entry deferred reconciliation. Drawing on Johan Galtung and Kenneth Boulding, M. Adli Abdullah argues that stable peace is achieved only when three components are met: reintegration, both internal among the parties to the conflict and external with society; reconciliation; and social cohesion. His diagnosis of post-peace Aceh is brief: the atmosphere of war has gone and open violence has stopped, but a new elite and new rulers have emerged from a single camp, which has itself developed frictions, while reconciliation is hard to achieve. Peace proceeds as a peace of structure, while culture marks time. This accords with the criticism raised in academic discussion in Aceh that the flaw of the peace approach lay in its focus on structure rather than culture, and that even structural peace often meant peace at the level of the elite.

The ethical side of the thesis is formulated in "the struggle stopped at the Kijang Innova", M. Adli Abdullah's essay in Serambi Indonesia of 21 October 2007. The essay defines struggle as the carrying out of words and sacrifice, so that a true fighter does not worship money and privileges. During Idul Fitri visits in 1428 AH, the lifestyle of some "fighters" was seen to be so glamorous that it wounded comrades who remained poor; among former combatants circulated the memory that when the vow of struggle was taken, even a single egg was shared equally. From that inequality arose the "ranks of the embittered". Its key argument is that the threat to peace no longer came mainly from the insincerity of the central government but from the unequal division of the cake of power and the cake of income among the fighters themselves. A response by M. Khalid Soedibyo added data on unemployed young ex-combatants and on Inong Balee in Bireuen who had not received reintegration funds.

That criticism from within was then confirmed, and at the same time complicated, by research from outside. In April 2009 Edward Aspinall published "Combatants to Contractors", setting out six ways in which former combatants earned income after the MoU: a return to ordinary economic activity, direct assistance, involvement in rehabilitation and reconstruction, the pajak nanggroe or security money, private business, and networks of GAM figures in government. The response to the article in Aceh Baru Post-Tsunami did not dispute its data, but warned that confiding in foreign researchers could become a time bomb for the young generation of Aceh, and recalled the elders' counsel of walanca walance. Aceh, in the essay's phrase, is like fish being fed in a great aquarium: every move of the actors of peace is watched and written down. Here the Partai Aceh and the KPA become a testing ground: does the transformation from armed movement to party and company widen popular participation, or does it carry the logic of command into the project economy?

The thesis is also supported by a long history of failed peace efforts, which shows that cultural failure is nothing new. FP-HAM, formed just after Soeharto's fall in 1998, gathered data on 1,321 people killed, 1,958 disappeared, 3,430 tortured, 128 raped and 597 houses burned during the DOM period, and helped push for the lifting of the DOM in August 1998. Yet lifting it did not unite society; the polarisation of Acehnese society after the DOM split it into victims, informers, migrants, contractors, civil servants, GAM supporters, students and the diaspora. The General Assembly of the Referendum Movement on 8 November 1999 showed the strength of the civil movement, and the Humanitarian Pause and COHA opened negotiations, but both collapsed in 2003, partly because of a weak understanding of local culture and fragile monitoring mechanisms. Those lessons entered Helsinki, but the lesson about culture seems to have been only half learned.

Evidence that culture lags behind appears in several symptoms. First, institutional reconciliation has been slow: the Truth and Reconciliation Commission mandated by MoU point 2.3 and Law No. 11/2006 was only established through Aceh Qanun No. 17/2013. Second, the idea of an all-inclusive Acehness diaspora dialogue, explored at the request of Interpeace between 15 October and 10 November 2007 in Medan, Jakarta, Kuala Lumpur, Sweden and Finland, was not taken up by the post-peace leadership, and the ASNLF was later readmitted as a member of UNPO in July 2013. Third, violence did not entirely disappear. The essay "Harga Damai di Aceh" ("The Price of Peace in Aceh") noted the emergence of "killing machines" always labelled OTK, unknown persons, especially around elections, and warned that peace must be read as an age of opportunity, not an age of opportunism. Fourth, post-peace political culture moved through street demonstrations that were more often symbolic or ritual than substantive. The entries on the map of post-peace security issues and post-peace political actors complete the picture.

The thesis can of course be contested. Advocates of the structural approach will say that it is precisely because Helsinki focused on the division of power that peace in Aceh has lasted two decades, while culturally more ambitious negotiations failed. Cultural peace, on this argument, is a long-term outcome that no agreement can impose. The objection is legitimate, and the thesis does not deny the value of structure. What it questions is the assumption that structure will by itself give rise to culture. The essay "Harga Damai" itself calls for a change of paradigm from waiting for peace to filling peace, and criticises the culture of NATO, no action talk only, which it sees as pervasive from the coffee shop to the legislature. Cultural peace, in other words, does not wait for the state; it demands work by society itself. Another objection comes from the opposite direction: is the Kijang Innova critique unfair to former combatants who genuinely need a livelihood? The 2007 essay answers by distinguishing livelihood from luxury and by linking resentment to the risk of a return to the security approach.

The testing ground of the thesis is two decades of peace and the future after the special autonomy fund. The question that must keep being asked is what has changed in the lives of victims, former combatants, women such as the Inong Balee, and the generation born after the conflict. Post-peace paradiplomacy shows that Aceh can open itself outwards, but cultural peace demands openness inwards, towards fellow Acehnese of other camps. Budget politics and the post-special-autonomy transition will be the next test: when money is no longer abundant, will the glue of peace shift from the distribution of projects to social trust, or will it crack? The ideas of peace beyond logos and ethos and leadership of the inner voice point to the direction of an answer: leadership born of conscience, not merely of the calculation of power.

Within the structure of sixteen theses, T13 stands on floor V as a direct continuation of T12 (Aceh born of war). If Acehnese identity was shaped by war, then peace must work through that identity, not merely stop the shooting. T13 is also closely bound to T15 (demoralisation when spirit is uprooted), because the Kijang Innova is a symptom of the demoralisation of fighters, and to T16 (Aceh as a mirror of Indonesia), because the way the state manages peace reveals whether relations between centre and region rest on trust or on suspicion. Below, the thesis rests on T8 (two axes: palace and ulama), because cultural peace requires the return of the moral authority once held by the ulama axis, as discussed in the three attitudes of the ulama towards power, and on T3 (spirit as the source of knowledge), because the ethics of struggle is a form of spirit embodied in action. On the five-floor ladder, T13 shows what happens when political action becomes detached from the spirit, ideas and philosophy that should guide it: the structure stands, but the ladder beneath it wobbles.
