Dua dekade damai Aceh (2025): forum, buku, dan perdebatanTwo decades of peace in Aceh (2025): forums, books and debates
Juni–September 2025June–September 2025
The twentieth anniversary of the Helsinki MoU in 2025 produced a series of academic forums, policy discussions, international commemorations and book launches in Banda Aceh. UIN Ar-Raniry, Universitas Syiah Kuala, Kesbangpol Aceh, the Aceh Reintegration Agency and the Aceh Government hosted debates on the meaning of peace, the fate of the UUPA, the special autonomy fund, justice for victims and Aceh’s future. Two collective books, 20 Tahun Damai RI–GAM and Dua Dekade Damai Aceh, gathered the voices of academics and activists. The common thread was agreement that Aceh’s peace has held but is not finished.
Rangkaian peringatan berlanjut hingga September.
The commemorations opened on 26 June 2025 with a review of Iskandar Norman’s book Dua Dekade Damai Aceh, edited by Teuku Murdani, in the Museum Theatre Hall of UIN Ar-Raniry, jointly organised by UIN Ar-Raniry and the Aceh Reintegration Agency (BRA). The forum, opened by Vice Rector III Mursyid Djawas, featured the legal practitioner M. Adli Abdullah, the anthropologist Reza Idria, the post-conflict gender researcher Muazzinah and the human-rights and reintegration observer Rasyidah. Discussion highlighted peace as a social laboratory, the unequal distribution of its benefits and the memory of violence. A student response to the book noted two gaps: little explanation of the roots of the conflict and the negotiations for the post-2005 generation, and the absence of a women’s perspective, even though women sustained life during the conflict and built solidarity from the grassroots.
The collective volume 20 Tahun Damai RI–GAM: Berdamai dari Senjata, Berkonflik dalam UUPA, published by Bandar Publishing and edited by Sulaiman Tripa, Mukhlisuddin Ilyas and M. Adli Abdullah, has seventeen chapters with a prologue by Fuad Mardhatillah. Saifuddin Bantasyam traces the roots of conflict and argues that violence is a symptom of structural problems; M. Adli Abdullah reads the paradox of a peace that frees people from fear yet leaves wounds and unkept promises; Sahlan Hanafiah maps the factors sustaining peace, namely political consensus, the UUPA and international involvement; Sehat Ihsan Shadiqin discusses moral and religious reconstruction. Amrizal J. Prang, Afrizal Tjoetra and Zainal Abidin highlight the UUPA as a new source of tension, justice for victims and civil society’s disorientation, while Teuku Muttaqin Mansur stresses the role of universities in keeping collective memory. The closing chapter by Muhammad Heikal Daudy warns of three new ‘landmines’: competition over economic resources, political co-optation and civil society’s shift from moral struggle to pragmatism. The book’s epilogue describes two decades of peace as resembling ‘peacemarketing’ more than peacebuilding, since material symbols have replaced moral and communal solidarity.
On 12 August 2025 UIN Ar-Raniry held a public discussion on ‘Reflecting on 20 Years of Peace in Aceh: Navigating Challenges, Guarding Autonomy and Shaping the Future’. Rector Mujiburrahman framed peace through logos, ethos and ideology; Munawar Liza Zainal, a former mayor and member of the GAM negotiating team in Helsinki, recounted the dynamics of compromise and communication strategy at the table and the need for political and legal protection of peace; and Universitas Syiah Kuala law professor Mawardi Ismail placed the UUPA as both a major achievement and a political instrument of Aceh–centre relations. The next day, the Kesbangpol Aceh Peace Education Study Team discussed whether the UUPA is the key to lasting peace or a source of new problems.
On 14 August 2025 the Governor of Aceh, Muzakir Manaf, opened an international discussion and commemoration in Banda Aceh with the message that the MoU belongs to the people of Aceh and is a global example that words can replace weapons, and that peace must be handed down, not merely remembered. The first reflection session brought together European diplomats and reconciliation practitioners; thanks were given to Finland as mediator, and Aceh’s peace was called a ‘lesson learned’ for an Indo-Pacific region full of great-power rivalry. Speakers recalled the road from the 2002 Cessation of Hostilities Agreement (CoHA), which collapsed midway after the Tokyo talks, to the intensive negotiations in Helsinki, sustained by political courage, humanitarian pressure and mediation by a third party trusted by both sides.
The same forum showed the range of peace’s benefits and unfinished tasks. R. Michael Feener highlighted the revival of academia: the Aceh Research Training Institute became a meeting point for young and senior researchers, and diaspora academics reconnected with their homeland. The Rector of Universitas Syiah Kuala, Marwan, warned that human-rights violations remain unresolved and that Aceh’s Truth and Reconciliation Commission (KKR) must be strengthened. The UIN Ar-Raniry rector’s speech, ‘Beyond Peace’, named poverty, stunting and narcotics as the real crises and offered a vision of Aceh in 2045. Discussion continued in small groups in Acehnese, Indonesian, English and Dutch, a picture of linguistic difference no longer blocking mutual understanding.
The commemorations continued into September. On 12 September 2025 students of the Faculty of Sharia and Law at UIN Ar-Raniry, with the Nanggroe Institute, reflected on the shootings of Safwan Idris and Dayan Dawood under the principle of ‘forgiving but not forgetting’, and on 25 September the centenary of Hasan di Tiro’s birth was marked with a review of The Price of Freedom. Overall, the anniversary year showed a shift in discourse: from celebrating the end of war to demanding the substance of peace, namely justice for victims, implementation of the UUPA, welfare, peace education and room for women and the young. Universities appeared not only as places of theory but as strategic arenas for working out how to protect and develop peace.
