Sentral Informasi Referendum Aceh (SIRA) dan Partai SIRAThe Aceh Referendum Information Centre (SIRA) and Partai SIRA

Lahir awal 1999; menjadi partai lokal menjelang pemilu 2009Founded early 1999; became a local party before the 2009 elections

SIRA emerged from the Congress of Acehnese Students and Youth Everywhere (KMPAN) in early 1999 with the aim of ending the conflict through a referendum. The great referendum rally before the Baiturrahman Grand Mosque in 1999 drew a huge crowd without bloodshed. Its presidium chair, Muhammad Nazar, later became Vice-Governor of Aceh (2007–2012), and SIRA transformed into a local party, raising questions about loyalty to the 1999 student mandate.

At early meetings in the Social Hall, or Tgk. Chik di Tiro Building, students discussed ending the conflict through political and democratic means, not by entering government. The referendum rally proved SIRA’s strength as the ‘locomotive of the people’s voice’; but at a later gathering much blood was shed on the roads to Banda Aceh. SIRA’s network included Acehnese students across Indonesia and abroad.

After the peace Muhammad Nazar, a graduate of the Faculty of Adab at IAIN Ar-Raniry, was elected vice-governor alongside Irwandi Yusuf in the 2006 elections, the first time an IAIN activist reached the top of Aceh’s government. Earlier, Nazar had also been named vice-gubernatorial candidate at GAM’s 2006 convention. SIRA’s transformation into Partai SIRA was seen as a shift from movement to political vehicle, with the risk of opportunism.

The critical question was whether the party still held the 1999 KMPAN mandate or was a ‘neo-SIRA’ cut off from its student roots. For Acehnese political studies, SIRA is a rare case of a student organisation growing from small discussion forums into a formal political force in under a decade.

At the referendum rally at Baiturrahman Mosque several ulama joined and gave speeches, read as a ‘spiritual contact’ between people and ulama.
