Wali Negara dalam Darul Islam Aceh: dari Batee Kureng ke Daerah Istimewa (1955–1959)The Wali Negara in Aceh's Darul Islam: from Batee Kureng to Special Region (1955–1959)
Dalam pemberontakan Darul Islam Aceh, gelar Wali Negara dipakai untuk kepala Negara Bagian Aceh. Kongres Batee Kureng (1955) mengangkat Teungku Muhammad Daud Beureueh, lalu Dewan Revolusi (1959) menggantinya dengan Teungku Amir Husin al-Mujahid. Kompromi Dewan Revolusi dengan Jakarta melahirkan status Daerah Istimewa Aceh melalui Keputusan Misi Hardi 26 Mei 1959.
In Aceh's Darul Islam rebellion the title Wali Negara designated the head of the State of Aceh. The Batee Kureng Congress (1955) appointed Teungku Muhammad Daud Beureueh, and the Revolutionary Council (1959) replaced him with Teungku Amir Husin al-Mujahid. The Council's compromise with Jakarta produced Aceh's Special Region status through the Hardi Mission Decision of 26 May 1959.
Majelis Syura beranggota seratus orang, dipimpin Teungku Amir Husin al-Mujahid sebagai ketua, A.R.
The Darul Islam rebellion in Aceh broke out on 21 September 1953. C. van Dijk explains its background as the disillusionment of Acehnese republicans with Sukarno's government, which they felt had failed to honour the Acehnese people's sacrifices for the Republic, even though Aceh had been called the capital region (daerah modal) of the independence struggle. The merger of Aceh Province into North Sumatra was the immediate trigger.
On 21 September 1955, the second anniversary of the rebellion, the Batee Kureng Congress was held at Peudada (Bireuen), attended by about a hundred leading figures. The congress declared Aceh a State of the Islamic State of Indonesia (NBA-NII). A hundred-member Majelis Syura, chaired by Teungku Amir Husin al-Mujahid, with A.R. Hasyim as first deputy and Ayah Hamid Samalanga as second deputy, appointed Teungku Muhammad Daud Beureueh as Wali Negara. Thereafter Daud Beureueh was commonly called "the Wali", and the cabinet of the State of Aceh was led by Prime Minister Hasan Aly.
On 15 March 1959 Hasan Saleh, as war authority of the NBA-NII, seized all civil and military power from Daud Beureueh and handed it to a Revolutionary Council. The Council was chaired by Ayah Gani, with Hasan Saleh as deputy chair and military commander, A.G. Mutiara as secretary-general, Husin Yusuf as military adviser, T. Amin as civil adviser, T.A. Hasan as treasurer and Ishak Amin as negotiator with the Republic. At its first session the Council appointed Teungku Amir Husin al-Mujahid as the new Wali Negara, who then promoted Hasan Saleh to major general. Hasan Saleh recorded that a tug-of-war followed between the Batee Kureng and Revolutionary Council versions of the NBA-NII, each citing divine scripture "as though their God were different".
The Revolutionary Council then formulated a concept of regional status compatible with the Republic's constitution. At a Majelis Syura session at Montasik in March 1959, chaired by Wali Negara Amir Husin al-Mujahid, a majority resolved to demand special-region status like that of Yogyakarta. The hard-fought debate was summed up in the hadih maja "Nibak putoh got geunteng, nibak buta got juleng, nibak meuleungkop got meuguleng, nibak lumo got kameng" (better strained than snapped, better squint-eyed than blind, better tilted than face-down, and if there is no ox, a goat will do).
The demand was accommodated by a central government delegation led by Mr. Hardi. By Prime Ministerial Decision No. 1/Missi/1959 of 26 May 1959, Aceh was designated a Special Region with privileges in religion, education and custom, although statutory regulation came only with Law No. 44 of 1999 on the Implementation of Aceh's Special Status. In the same year, as M. Adli Abdullah notes from his conversation with the Sultan of Kutai Kartanegara, Kutai's special-region status was revoked, so that of the three original special regions (Aceh, Yogyakarta, Kutai) only two survived.
The episode shows that the title of wali in twentieth-century Acehnese politics functioned as a symbol of movement leadership rather than dynastic regency. Wali Negara Daud Beureueh's struggle led to the restoration of Aceh Province and the Lamteh Pledge (1957), while the Revolutionary Council's compromise yielded special status. These two paths, resistance and compromise, became a recurring pattern that reappeared in the process leading to the Helsinki MoU.
