Risalah 1873 mencatat dua keterangan tentang nama kediaman Panglima Polim.
Panglima Polim was the hereditary title of the panglima of the Sagi of the XXII Mukim, one of the three federations of mukim that made up Aceh Besar within the Sultanate of Aceh. Holders of this title were among the most important figures in Acehnese politics and war in the nineteenth and early twentieth centuries. In the Dutch source of 1873, the pamphlet Beschrijving van Atjeh printed in Batavia by H. M. van Dorp & Co., Panglima Polim is described as head of the XXII Mukim residing at Tunong, at the foot of the Djembora mountains, with a fortification larger than the sultan’s palace. That brief note shows how great Panglima Polim’s standing was in the eyes of colonial observers on the eve of the second Dutch expedition.
The Sagi of the XXII Mukim, the territory led by Panglima Polim, comprised according to the 1873 pamphlet the area where Aceh proper lay, the land watered by the southern part of the Krueng Aceh and the Krueng Daroy. It stretched from the area around the palace into the interior at the foot of the mountains. The pamphlet also notes that the XXII Mukim was the most densely populated of the three sagi. Within it lay the VII Mukim under Teuku Pay Muda, forming a fairly powerful district of its own. With its large territory, dense population and position flanking the kingdom’s centre, Panglima Polim was one of the main pillars of the sultan’s power and at the same time a leader with military strength of his own.
The 1873 pamphlet gives two accounts of the name of Panglima Polim’s residence. According to one, it was called Tunong, lying further south than the VII Mukim at the foot of the Djembora mountains. According to other informants, Tunong actually meant “mountains”, and the village where Panglima Polim lived was called Anakh Galoeng. The difference is interesting linguistically, for in Acehnese the word tunong is indeed used for the direction upstream or upward, so the name can be understood as a term for the higher interior. The note shows colonial observers struggling with local terms they did not fully understand.
The pamphlet also records the routes to Tunong. From Pasar Aceh a footpath ran through rice fields and a few villages to Panglima Polim’s residence, which lay about one and a half English miles from the Krueng Aceh near the foot of the mountains. This path is described as good and wide enough for two men abreast. Another path ran close to the Krueng Aceh, past the village of Langsepong and the VII Mukim, then turned at a right angle near the mountains and followed their foot to Tunong. From Tunong, according to the pamphlet, a road crossed the mountains to Pidie in three days’ travel. This last point matters, for it shows that Panglima Polim’s residence was a node linking Aceh Besar with Pidie through the mountain route.
Tunong’s status as a fortification larger than the sultan’s palace gives a picture of the distribution of power in Aceh Besar. The sultan was the kingdom’s symbolic and political centre, but the panglima sagi had their own power bases, with fortifications, followers and territory. Another Dutch source, the pamphlet on General Köhler published in 1884, calls the XXII Mukim the region most bitterly hostile to the Dutch in all of Aceh, and records that men of the XXII Mukim took part in the defence of the palace in April 1873. Panglima Polim and his territory were thus one of the main axes of resistance from the start of the war.
Throughout the Aceh War the title Panglima Polim recurs in historical sources. Its holders led resistance in the interior of Aceh Besar and later in Pidie, moving from place to place under Dutch pressure. One of the best-known holders was Panglima Polim Muhammad Daud, who together with Sultan Muhammad Daud Syah was a leading figure of resistance in the late nineteenth century, and who surrendered to the Dutch only in 1903. This long story shows that the title Panglima Polim was not merely a territorial office but also a symbol of the continuity of Acehnese resistance from one generation to the next.
Within the framework of Acehnologi, Panglima Polim can be read as an example of how power in Aceh was distributed between the palace and regional leaders. The kingdom rested on a network of panglima sagi, uleebalang and imeum mukim with wide autonomy, and precisely for that reason resistance could endure long after the palace fell. When the Dutch took the dalam in early 1874 the war did not end, because centres of strength such as Tunong and the interior of the XXII Mukim remained alive as bases of resistance. The 1873 pamphlet, by recording that Panglima Polim’s fortification was larger than the sultan’s palace, unwittingly pointed to the reason why the conquest of Aceh did not end with the fall of the capital.
The 1873 pamphlet’s account of Panglima Polim also shows the limits of colonial knowledge. Its compiler gives not the personal name of the title-holder at the time but only the title, and relies on informants who disagreed about the name of his residence. This is a reminder that many Acehnese figures appear in Dutch sources as titles or offices rather than as individuals with life histories. To know them better, Acehnese sources such as hikayat, family genealogies, sarakata and oral traditions in Aceh Besar and Pidie must be brought in.
Further research on Panglima Polim could trace the genealogy of the title-holders, the exact location of Tunong or Anakh Galoeng, the remains of the fortification said to be larger than the sultan’s palace, and their roles in each phase of the Aceh War. Such research could also show the relations between Panglima Polim, the sultan, the ulama and other uleebalang, so that the picture of Acehnese resistance does not centre only on one or two of the best-known figures but reveals a broad and layered network of leadership.
For the people of Aceh today, the name Panglima Polim lives on in street names, place names and the shared memory of heroism. Linking that memory with historical data such as the 1873 pamphlet helps place the figure in a fuller context: as leader of a populous sagi, holder of a strong fortification at the foot of the mountains, link between Aceh Besar and Pidie, and one of the pillars of resistance that made the Aceh War one of the longest colonial wars in the archipelago.
The note on the Tunong fortification should also be read in relation to the defensive geography of Aceh Besar. The sultan’s palace lay on the lowland near the river, exposed to attack from the sea and easily reached via the Krueng Aceh. Tunong, by contrast, lay at the foot of the mountains, at the end of narrow footpaths, and was linked to Pidie by a mountain route. Such a position made Panglima Polim’s residence a second stronghold behind the capital, to which resistance could fall back if the kingdom’s centre fell. This pattern did indeed appear in the course of the war after 1874, as centres of resistance shifted from the lowlands to the interior and the mountains.
