Hutan tersisa, deforestasi dan banjir Aceh: membaca data spasial 1945–2025Remaining forests, deforestation and floods in Aceh: reading the spatial data, 1945–2025
1945–2026
This entry summarises spatial data on Aceh's forests presented by the HAkA Foundation on 24 September 2026 in the deck "RBP to Protect Aceh's Remaining Forests: Using Spatial Data". The data show Aceh's forest shrinking from about 4.9 million hectares in 1945 to about 3.17 million in 2006, losing 736,961 hectares in 1990–2024, then jumping to 39,687 hectares lost in a single year in 2025 through Cyclone Senyar and land clearing. Aceh's forests are worth hundreds of trillions of rupiah and form the main hydrological buffer, so protecting what remains is the most readily available lever for reducing floods.
Data sejarah tutupan hutan memperlihatkan penyusutan panjang.
Data University of Maryland untuk 2025 mencatat sekitar 22.012 hektare.
Peluang pendanaan datang melalui skema pembayaran berbasis hasil (Result-Based Payment, RBP) REDD+.
Floods are not new to Aceh. Old photographs in the KITLV Leiden collection show the grounds of the Baiturrahman Grand Mosque in Kutaraja flooded in 1880–1881 and town streets under water at the end of the nineteenth century. A family photograph from 1978 again shows people standing in calf-deep water in front of the same mosque. Since the start of the twenty-first century, however, the frequency and destructive power of floods in Aceh have risen sharply, culminating in the hydrometeorological disaster of late November 2025 triggered by Cyclone Senyar. The question posed in the HAkA Foundation's presentation of 24 September 2026 is simple but sharp: if Aceh's forests are still in relatively good shape, why are floods becoming more frequent?
The presentation uses the World Resources Institute Indonesia framework of three main causes of floods in Indonesia: loss of tree cover, extreme weather and topography. Only the first can be directly addressed by policy and communities. Extreme weather is plain in the BMKG Aceh climatology station's rainfall map for 26–27 November 2025, when many areas on the east coast, the interior and the west coast received extreme rainfall above 150 millimetres a day. Aceh's topography is also unforgiving: about 47 percent of its land lies in steep or very steep slope classes in the centre, while only about 25 percent is flat, and that is where most Acehnese live. Rain falling on the central mountains therefore runs quickly onto narrow, densely populated plains.
Historical forest-cover data show a long decline. According to the Selayang Pandang Atlas Hutan Aceh, Aceh's forest covered about 4,908,019 hectares in 1945, based on that year's US Army maps, and 3,171,319 hectares in 2006, a loss of some 1,736,700 hectares in six decades. In 1990 forest covered about 3.7 million hectares, or 65 percent of Aceh's land. Forestry ministry data processed by HAkA show deforestation of 736,961 hectares over the 34 years from 1990 to 2024, more than ten times the area of Singapore. In 2024 forest still covered about 55 percent of Aceh's land, far above North Sumatra (27 percent), Riau (28), Jambi (30), South Sumatra (18) or Lampung (10), placing Aceh thirteenth nationally according to the National Forest Monitoring System. Aceh's designated forest estate under Environment and Forestry Minister's Decree No. 580 of 2018 covers 3,552,840 hectares of protection forest, production forest, national park, wildlife reserve, nature reserve, hunting park, grand forest park and land and marine nature recreation parks.
Two decades of data show the link between deforestation and disaster. Cumulative deforestation in Aceh since 2003 rose steadily to about 328,000 hectares by 2023, while floods and flash floods rose from single digits a year in the early 2000s to about a hundred a year in 2021–2023, peaking at 111 in 2022 according to processed BNPB data. Landslides also increased, peaking at about 19 in 2020. Aceh's average annual deforestation since 1991 is about 18,539 hectares, with ten-year averages falling from about 28,584 to 15,754, 14,480 and 7,618 hectares before rising again in 2024.
The biggest jump came in 2025. HAkA's series records forest-cover loss of about 21,000 hectares in 2015–2016, falling to around 9,000 hectares in 2021–2023, rising to 10,610 hectares in 2024 and then leaping to 39,687 hectares in 2025. University of Maryland data for 2025 record about 22,012 hectares. HAkA breaks down the 2025 loss: about 24,372 hectares, or 61.5 percent, from natural causes such as landslides, floods and river widening, mostly in November–December 2025 due to Cyclone Senyar and chiefly in the mountains inside the Leuser Ecosystem. The remaining 15,230 hectares were anthropogenic: plantations about 13,000 hectares (32.8 percent), roads 1,007 hectares, mining 796 hectares and logging 428 hectares. The finding underlines the need to accommodate the Leuser Ecosystem firmly in spatial planning as a hydrological buffer and a means of disaster mitigation.
Deforestation is unevenly distributed. According to Aceh's 2023 Forest Reference Emission Level (FREL) document, the ten districts with the most deforestation in 2006–2020 were East Aceh (50,105 hectares), Aceh Singkil (34,931), Subulussalam (28,790), Southeast Aceh (24,549), North Aceh (20,313), Gayo Lues (19,788), Nagan Raya (18,939), Central Aceh (18,511), Aceh Tamiang (17,420) and Southwest Aceh (17,320). For 2022–2025 HAkA data put South Aceh consistently at the top for forest-cover loss, followed by Nagan Raya, East Aceh and North Aceh. The same document's driver analysis shows that of about 3.37 million hectares of forest in 2006, some 165,000 hectares became non-forest commodities, mainly estate crops (about 110,000 hectares) and mixed dryland farming, about 188,000 hectares became unproductive land and about 1,700 hectares became built-up area.
The presentation also shows the face of the challenge on the ground: mining in Beutong, Nagan Raya (2023), logging roads in Serbajadi, East Aceh (2022), terraced clearing in Sultan Daulat, Subulussalam (2024), unlicensed gold mining in Babahrot, Southwest Aceh (2025), peat damage in Darul Makmur, Nagan Raya (2025) and land fires in Trumon, South Aceh (2025). Damage from the 2025 disaster is documented from the air in Karang Baru (Aceh Tamiang), Lubok Pusaka (North Aceh), Sahraja (East Aceh), Toweren (Central Aceh), Ceuremen beach (West Aceh), Beutong Ateuh Banggalang (Nagan Raya), the KKA road (Bener Meriah) and Meureudu (Pidie Jaya). The Aceh development planning agency put damage at about Rp100 trillion and losses at Rp38 trillion, while recovery needs in the 2026–2028 Aceh Post-Hydrometeorological-Disaster Rehabilitation and Reconstruction Plan reach about Rp153 trillion, more than ten times the provincial budget and about three times the tsunami recovery needs.
There is also opportunity. A study by Said Fauzan Baabud and colleagues (2016) estimated the Total Economic Value of Aceh's 3,557,928 hectares of forest at Rp412.3 trillion if fully conserved, Rp304.7 trillion if kept at current levels, and only Rp208.2 trillion if all lowland forest were lost. The value comes from twelve environmental services, led by regular water supply (about Rp220 trillion), hydropower (Rp66.2 trillion), natural beauty (Rp24.8 trillion), carbon sequestration (Rp23.7 trillion) and flood and erosion mitigation (Rp18 trillion), followed by fisheries, non-timber forest products, pollination, local climate regulation, fire prevention, biodiversity protection and groundwater.
Funding opportunities come through REDD+ result-based payments (RBP). Aceh received its first sub-national Forest Reference Emission Level through a decision of the Director General of Climate Change Control in March 2019, allocating Aceh deforestation emissions of about 7.92 million tonnes CO2e and degradation of about 1.37 million tonnes, and a second FREL prepared by the Aceh planning agency in 2023 with total emissions from deforestation, degradation and carbon-stock enhancement of about 6.19 million tonnes CO2e a year. Aceh's REDD+ RBP programme is worth about Rp27.13 billion over 24 months, managed by the Aceh Regional Secretariat with the Yayasan Pesona Tropis Alam Indonesia as implementing partner, covering REDD+ institution building, tenure-conflict handling, community-based mitigation and adaptation, community forest-management models, and monitoring and evaluation.
The presentation also recalls the moral and political dimension. It cites a handwritten trust from Wali Nanggroe Teungku Hasan M. di Tiro, written in Stockholm on 15 June 2009, urging that Aceh's nature be protected for future generations, a meeting between the environment minister and the Wali Nanggroe on saving Aceh's environment and forests, and the debate over the Leuser Ecosystem in spatial planning. On 25 February 2026 Statistics Indonesia's Aceh office and HAkA launched the book Dua Dekade Deforestasi Aceh: Dari Hilangnya Hutan hingga Menurunnya Kesejahteraan (Two Decades of Deforestation in Aceh: From Lost Forests to Declining Welfare), and the same day HAkA held a focus-group discussion on forest-cover loss and the dynamics of disaster risk in Aceh.
The presentation concludes in four points: the cause of floods most readily addressed is the protection of tree cover; protecting Aceh's remaining forest is essential to flood mitigation; spatial data enable rapid upstream-to-downstream analysis over large areas; and if the Aceh government, the central government and all parties protect the forests, deforestation can be curbed. For Acehnologi, these data show that Aceh's ecological history is part of its social and political history: from timber and plantation concessions, conflict and reconstruction, to special authority over Leuser that can be used either to protect or to exhaust the forests.
