Gampong, mukim dan kecamatan Aceh dalam angka (data 2023)Aceh's gampong, mukim and subdistricts in figures (2023 data)

2023

Menurut data terbuka Pemerintah Aceh yang dirilis Sekretariat Daerah Aceh, Aceh terdiri atas 23 kabupaten/kota, 290 kecamatan, 819 mukim dan 6.497 gampong. Aceh Utara memiliki gampong terbanyak (852), Pidie memiliki mukim terbanyak (97), sedangkan Sabang paling sedikit (18 gampong, 7 mukim).

According to Aceh Government open data released by the Aceh Regional Secretariat, Aceh comprises 23 districts and cities, 290 subdistricts, 819 mukim and 6,497 gampong. North Aceh has the most gampong (852), Pidie the most mukim (97), while Sabang has the fewest (18 gampong, 7 mukim). The figures show that Aceh's customary layering of government, gampong within mukim, survives as an official administrative structure.

The gampong is the most basic unit of life in Acehnese society. It is where the meunasah stands, the keuchik leads, the tuha peut deliberates, the imuem meunasah tends to worship and religious instruction, and adat is lived day to day. Above the gampong is the mukim, a federation of several gampong historically centred on a congregational mosque and led by an imuem mukim. This layering dates back to the sultanate, was recorded by colonial observers and was recognised again in modern law, above all Law No. 11 of 2006 on the Governing of Aceh and qanun on gampong and mukim government. Figures on the number of gampong and mukim are therefore not merely administrative statistics but a picture of how far Aceh's customary structure remains a framework of government.

The Aceh Government's open-data portal, OpenData Aceh at data.acehprov.go.id, provides a dataset of gampong per district and city for 2023, released by the Aceh Regional Secretariat under a Creative Commons Attribution licence, together with datasets on the number of subdistricts in 2023 and the number of mukim. From these it can be calculated that Aceh comprises 23 districts and cities, 290 subdistricts, 819 mukim and 6,497 gampong. On average a mukim covers about eight gampong, and a subdistrict about twenty-two.

Gampong are very unevenly distributed. North Aceh has the most, 852, followed by Pidie (730), Bireuen (609), Aceh Besar (604) and East Aceh (513). These five districts, on the north and east coasts and around Banda Aceh, are lowland rice-growing areas that have long been centres of dense settlement and the social and political heartland of Aceh. At the other end, the city of Sabang has only 18 gampong, Langsa 66, Lhokseumawe 68, Subulussalam 82 and Banda Aceh 90. Among districts the smallest numbers are in Aceh Singkil (116), Gayo Lues (136), Simeulue (138) and Southwest Aceh (152).

Mukim show a slightly different pattern. Pidie has the most, 97, well ahead of North Aceh (76), Bireuen (75), Aceh Besar (68) and East Aceh (66). Pidie is known for a strong mukim tradition, with many old congregational mosques and influential ulama. Central Aceh has only 20 mukim for 295 gampong, so each mukim there covers almost fifteen gampong on average, the highest ratio in Aceh. In Simeulue and South Aceh, by contrast, a mukim covers only about five gampong. These differences reflect distinct histories of mukim formation on the Acehnese coast, in the Gayo highlands and on the outer islands, as well as uneven division of villages.

Subdistrict numbers also vary. North Aceh has 27, East Aceh 24, Aceh Besar and Pidie 23 each, while Sabang has 3 and Lhokseumawe 4. The subdistrict is a unit of state administration, while the mukim is a customary unit recognised by the state. In many places one subdistrict covers several mukim, so two logics meet in one territory: the logic of national bureaucracy and the logic of customary federation.

These figures matter for Aceh studies for several reasons. First, they show the sheer number of formal customary institutions working daily at the grassroots. With 6,497 gampong, Aceh has thousands of keuchik, tuha peut and imuem meunasah and hundreds of imuem mukim, who sustain social governance, customary dispute settlement, village-fund management and religious life. Second, the dense spread of gampong on the north and east coasts explains why these areas have been the centre of Aceh's political history, from the sultanate to resistance movements and local parties. Third, areas with few but large gampong, such as Gayo Lues, Aceh Singkil and Subulussalam, generally lie in forests and mountains, so a single gampong there may be responsible for a very large forest area.

Formal recognition of gampong and mukim in Aceh's modern law strengthened from the early 2000s. Provincial Qanun No. 4 of 2003 on Mukim Government and No. 5 of 2003 on Gampong Government restored customary terms and institutions to the structure of government after the New Order had standardised them on the national village model. The 2006 Law on the Governing of Aceh then confirmed the place of mukim and gampong in Aceh's system of government. This restoration can be read as part of the post-conflict politics of recognising Acehnese identity, when customary symbols and institutions were revived as markers of special status.

The number of gampong also shapes the flow of public money to the grassroots. Each gampong receives a village fund from the central government and an allocation from its district, so thousands of gampong in Aceh are nodes of development planning and budgeting. Here the tuha peut's role as budget overseer and the keuchik's role as implementer become crucial, and here questions of accountability, the capacity of village officials and women's involvement in budget deliberation are tested. Gampong counts per district help gauge the supervisory burden each district government carries.

The data also bear on disaster and environmental policy. The floods of late 2025 physically erased some gampong, such as two villages in Beutong Ateuh Banggalang, Nagan Raya, so the number of gampong may change through relocation and merger. At the same time, gampong and mukim bordering forests form the first line of environmental protection through village reusam and qanun, as promoted in the 2026 training of women tuha peut in the Leuser Ecosystem.

Every change in gampong numbers through division, merger or post-disaster relocation therefore needs careful recording, since it affects fund allocation, customary boundaries and rights to manage land and forest. Open, regular recording will help researchers, planners and citizens see the dynamics of Aceh's social space more clearly.

The open data have limits. The mukim dataset does not state its year explicitly, some datasets on active customary institutions record zero for several districts, almost certainly reflecting gaps in reporting, and official figures may differ from those of the Home Affairs Ministry or Statistics Indonesia because of different years and divisions. The figures here should therefore be read as a 2023 snapshot according to the Aceh Regional Secretariat, not as fixed final numbers.

For Acehnologi, the gampong and mukim are where all layers of study meet: cosmology and worship in the meunasah, adat and law in tuha peut deliberation, the economy of rice fields, gardens and sea, the history of conflict and peace, and the experience of disaster. These simple figures provide a base map for understanding where and at what scale Acehnese life unfolds. This base map will be updated as new data become available.
