Aceh dan Yogyakarta: dua Daerah IstimewaAceh and Yogyakarta: two Special Regions
Aceh and Yogyakarta both hold Special Region status, but with opposite content. Yogyakarta keeps its sultanate with no question of Islamic law, while Aceh no longer has a sultan but is permitted to implement sharia. The difference is rooted in history: when the Dutch seized the Acehnese palace, the sultan handed his mandate to the ulama, and from then on the ulama, not the palace, represented Aceh. The sacral concept of NANGGROE as state shrank into nanggroe in the sense of a land or region.
In this reading, NANGGROE in the sense of a sovereign state rested on three things: borrowing great ideas from the Middle East, authority understood as coming from God and delegated to a sultan to rule justly, and the union of local powers under Islamic symbols. The title sultan, meaning authority in the Qur'an, became sacralised; the ruler was called God's shadow on earth. Works such as the Bustān al-Salāṭīn and Tāj al-Salāṭīn record the genealogy and governance of the sultanate and, though mixed with myth, show that Aceh was part of an international community before it became a region.
When the Dutch destroyed the palace, the sultan did not surrender but handed his authority to the ulama. This is read as evidence that the sultanate was about divine mandate rather than worldly power. The ulama who received the mandate had no palace or chief minister; the mandate became the ideology of holy war. After Aceh became part of the Republic, the ulama appeared as educators, guardians of society and representatives of the region, while the sultan's descendants had no room to reclaim the mandate. The history of Aceh's provincialisation is therefore a history of its ulama, including Daud Beureueh's revolt.
What the ulama demanded of the Republic was not a restored sultanate but freedom to implement Islamic law, and Special Region status became its frame. Yogyakarta received the same status because of its sultanate, judged to be much mixed with non-Islamic elements. The contrast reveals two different routes to special status: in Java, continuity of the palace; in Aceh, continuity of religious authority. Hasan di Tiro's attempt to revive the sultanate as a successor state, calling himself not sultan but Wali Nanggroe, can be read in the same frame.
