"Tuhan jauh, raja dekat": pembisik dan penasihat dalam istana Aceh"God is far, the king is near": flatterers and counsellors at the Acehnese court

The phrase "God is far, the king is near" was recorded by the French admiral Augustin de Beaulieu from an orang kaya at the court of Sultan Iskandar Muda (1620–1621). It serves as a lens for reading the tension between flatterers who please the ruler and honest scholar-counsellors, a tension also visible in Aceh's own royal mirrors for princes. In modern Acehnese discourse, strategic defeats from Melaka in 1629 to post-conflict politics are often linked to the triumph of the flatterer over the counsellor.

Augustin de Beaulieu, commander of a French fleet in Aceh in 1620–1621, recorded in his memoirs the conduct of certain orang kaya (grandees) at the court of Sultan Iskandar Muda who flattered the sultan daily, even at the cost of blackening others' names. When Beaulieu asked whether they did not fear God for slandering men of good character before the sultan, one courtier replied, "God is far, the king is near." The answer captures the logic of an absolutist court: the king's punishments and favours were more tangible than moral accountability.

The anecdote should be placed within the structure of the seventeenth-century Acehnese court. Contemporary sources, as modern scholarship notes, almost always refer to the orang kaya as officials and members of the royal council, linked to the court through trade or official function. Their rank, titles and rights to levy dues depended on the ruler's favour, so their rivalry played out around the sultan's ear. In such an arrangement, the phrase "God is far, the king is near" is not merely personal cynicism but a candid formulation of patrimonial logic: a grandee's fate was decided by his closeness to the king, while accountability to God felt distant and deferred. The phrase is therefore valuable as emic testimony, the way a courtier himself named the rules of the game he played. The phrase also shows that religious observance and political obedience could be separated in court practice, even though the kingdom declared itself founded on sharia. It is this tension between normative ideals and the actual conduct of grandees that keeps the brief anecdote quoted in Acehnese discourse to this day.

Acehnese mirrors for princes offer an opposite normative picture, yet they also hold their own ambivalence. The Perintah Segala Raja-raja in the Mābaina al-Salāṭīn prescribes that when the king sits in state before the pendita, vassal rulers, ministers, hulubalang and bentara, his first command must be addressed to the pendita (the learned ulama): the king should ask about matters of religion, the lawful and the forbidden, the obligatory and the recommended, "so that the pendita do not forget religion". The book also states that when the king honours the pendita, religion stands firm. Yet the next majelis provides that after the audience the king should ask his biduanda who was respectful and fearful of him, who resented him, and what they said. In other words, the same courtly tradition that exalts the ulama also institutionalises reports on the attitudes of the grandees, a channel that flatterers could use to bring down their rivals.

M. Adli Abdullah reads the anecdote together with events a few years later. In his view, the counsel of a scholar of the stature of Syamsuddin as-Sumatrani was ignored when the sultan planned his strategy against the Portuguese at Melaka. Nuruddin ar-Raniri records in the Bustan al-Salatin that the attack of 1038 AH failed because the two commanders, Orang Kaya Maharaja Seri Maharaja and Orang Kaya Laksamana, quarrelled, and Syamsuddin himself fell on 12 Rajab 1039 AH together with Panglima Pidie and thousands of soldiers. The defeat is read as the outcome of a court that listened more to rivalries among grandees than to the advice of its chief counsellor.

Other Acehnese sources show that the pattern was not confined to one period. At the end of the seventeenth century, Sultanah Kamalat Syah was deposed by the ministers and the people after a letter arrived from Mecca declaring a female ruler invalid; M. Adli Abdullah calls it an "imported fatwa" that arrived through the good offices of the court opposition. During the Aceh War the Dutch spread the accusation that Teungku Chik di Tiro meant to depose the sultan, and the accusation prompted Sultan Muhammad Daud Syah to issue a proclamation of the legitimacy of his rule in August 1884. Conversely, there are also examples of grandees acting as counsellors who protected the realm: in 1642, Sultanah Safiatuddin would receive the VOC envoy Pieter Sourij only in the presence of the orang kaya, and their valuation of the jewels offered by the Dutch became a means of rejecting an unfavourable price. The distinction between flatterer and counsellor thus lies in the direction of their loyalty, not in their position.

A similar idea is found in Hasan di Tiro's Atjèh bak Mata Donja (Aceh in the Eyes of the World), published in New York on 15 March 1968 by the Institute Atjeh in America and reprinted at Glee Mampree, Pidie (1977) and in Stockholm (1984). The book stresses dignity, integrity and commitment to identity: if the Acehnese see themselves as base, weak and ignorant, they will be ruled and deceived by others. Its counsel includes a rejection of sycophancy, loyalty to friends so long as they follow God's way, and a warning against giving key positions to opponents. Hasan di Tiro also warned that Aceh had often been defeated not by the rifle but by slanderers eager to please their leaders.

From these two sources, three centuries apart, emerges a thesis about Acehnese political culture: episodes of disappointment in Aceh's history of struggle have often ended through the work of flatterers and traitors and the opportunism of parts of the elite, while wise men lacked access to the circle of power. The thesis was advanced as a warning to the post-conflict government, when power in Aceh was for the first time wholly in the hands of the former leadership of the resistance movement.

The context in which this thesis appeared matters. M. Adli Abdullah's essay reviving Beaulieu's phrase was addressed as a "zikir", a reminder, to the Aceh government of 2012–2017, when the posts of governor and deputy governor were held by figures from the circle of the Free Aceh Movement. He did not challenge that government, but warned that leaders born of struggle are precisely the ones liable to be surrounded by opportunists. Two images he uses capture the core of the idea: a whisperer should provide "input" (masukan), not a "dish" (masakan) to be swallowed whole, and every pulse of government will be watched by the people "like fish in an aquarium". The idea intersects with other entries on post-conflict elite ethics, such as the critique of fighters who stopped struggling once they obtained the perquisites of power.

Conceptually, the phrase separates two figures: the flatterer, who serves up a dish to be swallowed whole, and the counsellor, who offers advice to be weighed. A leader's wisdom is measured by the ability to tell them apart. The idea accords with the Malay-Acehnese mirror-for-princes tradition, such as the Taj al-Salatin and Bustan al-Salatin, which positions the ulama as counsellors to the king and warns against deceitful ministers.

As an analytical tool the phrase also has limits. It comes from a single foreign observer who arrived as a merchant and fleet commander, with his own interests and prejudices towards the Acehnese grandees who were his negotiating counterparts. The thesis that every Acehnese defeat ends with the role of whisperers is likewise moral and retrospective, and so easily used to explain everything without being tested. Even so, the value of the concept lies in its capacity to connect sources from different eras: a seventeenth-century European memoir, court chronicles such as the Bustan al-Salatin, mirrors for princes such as the Mābaina al-Salāṭīn and the Taj al-Salatin, and twentieth-century political writing such as Atjèh bak Mata Donja. Further research could test whether the pattern is peculiar to Aceh or common to Southeast Asian courts, and how modern institutional mechanisms, such as advisory councils or adat bodies, might counterbalance the influence of a ruler's inner circle.
