Kuota, nomor porsi, dan budaya ‘ka leuh daftar haji’Quotas, waiting numbers and the culture of 'ka leuh daftar haji'

Orde Baru hingga kiniNew Order to the present

The national quota system gives each province, Aceh included, a limited allocation, so prospective pilgrims wait years after registering. An initial deposit of about 25 million rupiah secures a waiting number, and the status of being 'already registered' (ka leuh daftar haji) has become a source of symbolic pride in its own right. The queue has produced 'pilgrims held hostage by time', debates about proxy hajj, and resentment of those who can leave sooner through official-duty channels. Here the idea of baynah changes form into a bank balance while keeping its meaning as a sign of earnestness.

Under the New Order and the Reformasi era the number of Acehnese pilgrims rose steadily with economic improvement, and the province sends a relatively large share of pilgrims for its population. The government introduced provincial quotas, with Aceh usually receiving several thousand places a year. Queues followed: applicants wait five to ten years, and in some accounts well over a decade, depending on the quota. The wait has not dampened enthusiasm; even during the conflict the Acehnese kept trying to perform the hajj, and after the 2005 peace its administration is described as more orderly within Aceh's special status in religious affairs.

Financing has changed too. Formerly the cost was met by selling baynah; today many people, especially civil servants, pay from salaries or business income. A deposit of around 25 million rupiah secures a waiting number, after which the applicant waits for a departure year. The hajj cost scheme (BPIH) and fund management by the Hajj Financial Management Agency (BPKH) have turned 'baynah' into a digital balance. Some perform the umrah first while they wait, while the wealthy seek 'shortcuts' by paying more, a trend read as a shift in the meaning of blessing.

The queue also shapes family life. The status of ka leuh daftar haji is announced every Eid, and life plans are arranged around the estimated departure: parents' ages, children's schooling, a spouse's health. Some are too frail or have died by the time their turn comes, and families debate a proxy hajj (badal haji) with divided opinions. Meanwhile those close to power can travel repeatedly as officials or escorts, so the waiting list becomes the backdrop for talk of fairness and social resentment. The phenomenon shows how Acehnese society adapts modern bureaucracy without abandoning religious meaning, and the tensions this creates.
