Deforestasi sawit di Aceh Utara dan Bireuen: jaringan, beking, dan banjir tahunanOil palm deforestation in North Aceh and Bireuen: networks, protection and annual floods

In North Aceh and Bireuen, land clearing for oil palm near the Leuser Ecosystem is linked to global supply chains that, according to Rainforest Action Network findings, have not enforced NDPE commitments. This analysis reads the phenomenon as state capture and a non-traditional security threat. The floods of late November 2025, which in Bireuen killed dozens and damaged over ten thousand homes, show the ecological cost of this pattern.

North Aceh and Bireuen have seen rising land clearing for oil palm near the Leuser Ecosystem, one of the most important remaining rainforests. Findings by Rainforest Action Network (RAN) show that local suppliers are linked to global palm oil supply chains: a major processing group is said to have sourced from a mill in Bireuen that received fruit from a company alleged to have damaged Leuser lowland forest, habitat of Sumatran elephants and orangutans. Global consumer brands and international banks are connected through supply or finance. The gap between No Deforestation, No Peat, No Exploitation (NDPE) commitments and practice on the ground is the core of the problem: local deforestation has strategic and international connections.

Civil society and media reports identify several patterns. In Juli subdistrict, Bireuen, a company with a cultivation right (HGU) of several hundred hectares issued in 2014 and valid until 2039 has its own mill and is linked to Leuser encroachment through its supplier. Another company with about 2,111 hectares is contested by residents of Gampong Suka Tani for taking areca gardens and rice fields without adequate compensation and allegedly polluting rivers, and residents blocked the road to its mill several times in November 2025. One company whose HGU expired in 1986 is said to keep planting, harvesting and selling, which is judged a loss to the state. Meanwhile, total private and smallholder oil palm in Bireuen is estimated at 11,723.5 hectares. All of this is presented as allegations sourced from third-party reports.

A case in North Aceh shows a ‘mill first, forest later’ pattern. A company began operating in 2019 with a 30-tonne-per-hour mill in Kuta Makmur, holding only a mill permit and no plantation permit, and is alleged to have cleared land illegally to supply fruit. Masyarakat Transparansi Aceh (MaTA) found about 500 hectares under its control, including encroachment on the Lubok Pusaka Protected Forest in Langkahan, some bought non-transparently and some sold by village officials without the consent of long-standing cultivators. The Region III Forest Management Unit issued a warning in 2024, but clearing continued; satellite data show deforestation in Lubok Pusaka rising from about 80 hectares (2018–2024) to 163.75 hectares by September 2025. By contrast, a dispute over about 253 hectares with a long-expired HGU in Juli was settled through mediation by the district leadership forum in May 2025, and the land was handed to a village cooperative, a precedent of community takeover.

This expansion is said to be backed by protection. Local officials, including serving or former keuchik, are alleged to act as land brokers by issuing land certificates illegitimately. Local activists and former GAM combatants say law enforcement is effectively dormant because the perpetrators are influential, and that the law is selective: small actors are punished, big ones are not. At the provincial level, 31 active mining permits cover about 156,000 hectares overlapping key ecosystems, plus thousands of hectares of illegal gold mining. The phenomenon is read through the concept of state capture, in which corporate and political interests weaken policy and oversight, and is positioned as a non-traditional security threat.

The ecological cost became visible in the floods of late November 2025. In Bireuen, 21 deaths were recorded in the first week, hundreds of thousands of residents were affected, more than 33,000 were displaced and more than 12,000 houses were damaged or lost; the Bireuen regent acknowledged upstream logging and oil palm monoculture as contributing factors. Forest Watch Indonesia data record that Aceh lost about 177,000 hectares of forest in 2018–2024 and about 16,000 hectares of natural forest in 2024 alone. In Nagan Raya, the Beutong Ateuh flash flood is said to have destroyed about 85 per cent of settlements, and piles of meranti logs were found the day before the flood. Habitat loss also increases human–wildlife conflict; tigers and elephants are reported entering villages in Bireuen.

Public responses came from several directions. The North Aceh district parliament formed a special committee on HGU and industry, customary leaders in Bireuen planned to petition the President, and RAN demanded that global brands suspend supply from the group concerned until NDPE compliance and remediation. In early December 2025, Forestry Minister Raja Juli Antoni promised a review and revocation of violators’ permits, without naming companies. Unresolved land conflicts are judged capable of turning into social instability, especially given Aceh’s history of conflict.

The recommendations put forward include a transparent review of HGU and revocation of clearly violated permits, extension of the post-flood moratorium to forest conversion, a joint task force to tackle land mafias, revision of the spatial plan so that key ecosystems become permanent protected areas, legal recognition of customary forests, audits of ISPO and RSPO certification, and a shift towards agroforestry, ecotourism and low-carbon industry that could unlock climate finance. The conclusion is that the problem is a multidimensional threat, ecological collapse, economic decline and socio-political instability, and that the decisive factor is political will.
