Perintah Segala Raja-raja: 31 majelis etika kerajaan AcehThe Perintah Segala Raja-raja: thirty-one majelis of Acehnese royal ethics
The first part of the Mābaina al-Salāṭīn, which the text itself names the "Perintah Segala Raja-raja" (the Ordinances of All Kings), consists of thirty-one majelis setting out the conditions, aims and duties of the king, the hulubalang, the biduanda and envoys. Unlike more philosophical mirrors for princes, these majelis turn royal virtue into concrete techniques of court government, from the selection of officials to the grading of honorific titles.
Majelis ketiga puluh menjelaskan makna gelar.
The first part of the Mābaina al-Salāṭīn opens with a chapter on the age of the world: from the Prophet Adam to the Day of Judgement the world lasts seven thousand years, and the Prophet Muhammad was born when it had reached five thousand six hundred years. The compiler, Ismail Bapa Ahmad, then states his purpose of composing "counsel for all kings in the Jawi language" and names his work Mābaina al-Salāṭīn, which he renders as the "Perintah Segala Raja-raja". This part consists of thirty-one majelis, beginning with the meaning of the word raja and ending with a majelis on envoys. In the available transliteration the first to fifth and the twenty-fifth to thirty-first majelis are legible in full, while the intervening ones, dealing with the hulubalang and ministers, are only partly represented.
The second majelis sets out ten conditions of kingship: a throne commensurate with power, firmness of command, forgiveness in anger, raising the small, lowering the great, honouring the humble, humbling the honoured, putting the living to death and restoring the dead to life, decorum in sitting, and a reputation for justice in every land. The explanations are strikingly practical. Even the simplest throne requires a palace of four pillars, one minister to deliberate on the realm, one hulubalang to defend it and one bintara standing armed before the king. Raising the small means promoting a poor servant of good conduct and ability, while lowering the great means demoting a treacherous and arrogant magnate before the realm is ruined. Restoring the dead to life means pardoning offenders whose own or whose ancestors' service to the king merits clemency. Royal justice is measured by three things: judging rightly, protecting foreign traders with generous favour, and showing compassion to the land.
The third majelis names eight aims of the king, and here the logic of a port state is plain. The royal treasury must flow continually outwards and inwards: outwards as rewards for loyal service, alms for the poor and public expenditure; inwards through the realm's 'usyur, honestly assessed. Hulubalang are to increase every month by selecting men skilled in arms and the art of war even if they are poor, and biduanda are chosen from well-mannered youths. The population grows each year through justice, generosity to merchants and work for the poor. Walls and moats are extended by rotating labour in three-year shifts so that the people are not oppressed, and rare goods are sought through ship captains who are then rewarded and so bound to the king.
The fourth and fifth majelis regulate the king in audience. He addresses seven groups: the pendita (ulama), to be questioned on what is lawful, forbidden, disliked, permitted, obligatory and recommended; the ministers on the condition of the realm; the hulubalang; the syahbandar; the merchants; the judges and physicians, who are asked which subjects are sick and destitute so that the king may give alms from his treasury; and subordinate rulers. After the audience the king has his biduanda report who was respectful and who resentful, who was present and who absent, and who served loyally and who did wrong in the land. Surveillance becomes part of the ethics of power.
The twenty-sixth to twenty-ninth majelis form a kind of protocol manual for the biduanda. A biduanda must be graceful in bearing and conduct, understand the meaning and purpose of words, be fluent of tongue, and grasp the beginning, middle and end of a speech, so that the royal command arrives "like strung pearls". In attendance he must guard the king from enemies, remember every word of ministers and hulubalang, check that each person sits according to rank, and understand the king's temperament. The twenty-ninth majelis contains five prohibitions linked to the senses: guarding the eyes, ears and tongue from the inner palace, guarding oneself from vainglory, and guarding the heart from evil intentions.
The thirtieth majelis explains the meaning of titles. An honorific title carries five dignities: it confirms the oath of loyalty, enhances the splendour of the royal audience, spurs the completion of duties, adds to the enemy's fear, and conceals humble origins while making the noble name known to one's descendants. The five honorific elements are paduka, maha, seri, raja and tuan. Four combined produce the highest titles, such as Bendahara Paduka Seri Maharaja; three, titles such as Seri Maharaja Lela; two, titles such as Paduka Raja or Seri Raja Makota; and one, titles such as Seri Lela, Raja Lela or Tuan Pikrama. The thirty-first majelis closes the section with the qualities of an envoy: eloquence before the royal assembly and the ability to answer every question without departing from the intent of the sender.
Compared with the Tāj al-Salāṭīn, which starts from knowledge of the self and of God, the Perintah Segala Raja-raja is closer to a manual of statecraft. The king is portrayed as absolute, yet his power is bounded by duties towards the ulama, foreign traders, the sick and the poor. The clauses on promoting capable commoners and on titles that cover humble origins show that the Acehnese court offered a path of social mobility through service, a meritocratic idea that deserves to be read alongside the social history of the orang kaya class in Aceh.
