Aceh tanpa istana: peralihan kepemimpinan dari sultan ke ulamaAceh without a palace: leadership passing from sultan to ulama

When the Dutch attacked and the Acehnese palace fell, political power passed from the court elite to the ulama. The ulama became not only intellectual agents but agents of struggle, and they went on to lead renewal through education and organisations such as PUSA. Thus emerged an ‘Aceh as a state without a king’, with religious authority at the centre of power. This dual role of the ulama later collided with the political system and ideology of the Indonesian state.

Once the king was gone, ulama from the dayah took control of politics and led reform. They governed Aceh without a palace, so that political practice shifted towards social renewal through schools and organisations. The rise of the madrasah ran parallel to Acehnese efforts to engage modern political questions such as the relationship between Islam and nationalism. The palace, once the centre of power, was thus replaced by the holders of religious authority.

This dual role of the ulama clashed with the political system desired by the Indonesian government. Daud Beureueh’s aim of founding an Islamic State in Aceh is read as the ulama’s response to the mismatch between Acehnese and Indonesian identity. That response was then framed not as a struggle but as a rebellion, and the enemy shifted from Europe to Jakarta. The key notion is a process of ‘becoming Acehnese’ that was still unfinished when the Acehnese were pressed into ‘becoming Indonesian’; some ulama were themselves drawn to the latter path. The basis for ‘re-becoming Acehnese’ is Aceh’s experience of Islam together with the adat attached to it.

The process was hampered by a colonial legacy: adat, once regarded as law, was recast by Snouck Hurgronje as mere custom, reusam. This shift of meaning is judged to have destroyed not only Aceh’s political structure but also the regulatory structure underlying its political conduct. Hasan di Tiro later carried forward the feeling of ‘not belonging to Indonesia’, and after 2005 the post-war pattern of ulama leadership gave way to former combatants.
