Batas moral Aceh–Sumatra Utara: geografi moral Serambi MekkahThe Aceh–North Sumatra moral boundary: the moral geography of Mecca’s Verandah

1970-an hingga kini1970s to the present

For many Acehnese the border with North Sumatra is not merely an administrative line but a boundary between two kinds of moral space. Birchok illustrates it with the words of a Banda Aceh driver in 2008: a woman thought to be flouting norms should be sent back to Medan, because whatever happened there ‘would not be happening on Mecca’s Verandah’. The boundary is reinforced by narratives of Islamisation and by the discourse of Christianisation.

The driver Birchok calls Rahdman was in fact critical of how sharia was being implemented: he thought Wilayatul Hisbah raids on young couples solved nothing and suggested places of entertainment such as cinemas. Yet of a woman from Medan, said to be mentally ill and dressed immodestly, he felt she should be taken back to Medan. Asked whether something bad might not happen to her there, he laughed: of course, but not on Mecca’s Verandah. He considered the answer self-evident.

Birchok stresses that the remark does not mean the woman stopped being an Acehnese concern. What it reveals is a qualitative difference between two territories: Aceh is valued morally by its Islamic history, while Medan is reputed as a city of gangsters and vice. Drawing on Timothy Cresswell’s idea of ‘moral geography’, socially recognised judgements about which places suit which people and acts, Birchok shows how the Serambi Mekkah toponym works as an instant explanation.

The boundary has a history. In the 1970s the border of South Aceh with Tapanuli and Dairi drew the attention of the Aceh Ulama Council and the national Islamic press. Reports and letters described North Sumatra as ‘an area where Christians are already strong’, while Aceh ‘consists absolutely of the Muslim community’ and practises Islamic law. The arrival of Christian labourers from across the line was read as invasion. At the same time the Aceh Ulama Council actively supported Karo converts in Dairi, crossing the same line in the other direction.

The moral boundary is thus doubly inscribed: by Aceh’s place in narratives of Islamisation and by North Sumatra’s image as a centre of Christianisation. For Aceh studies, the concept helps explain why religious issues on the border always feel more sensitive than elsewhere.
