BRR Aceh–Nias dan kritik tata kelola rekonstruksiBRR Aceh–Nias and the critique of reconstruction governance

The Rehabilitation and Reconstruction Agency (BRR) for Aceh–Nias was established to lead recovery after the tsunami of 26 December 2004. Admissions by its head, Kuntoro Mangkusubroto, about various obstacles in late 2006 prompted Acehnese criticism of slow disbursement, weak partnership with regional government and the perception of BRR as a 'new king'. M. Adli Abdullah proposed that BRR redefine its role as a strengthener of the Aceh government.

Kritik paling mendasar menyangkut kemitraan.

BRR Aceh–Nias was established by the Indonesian government in 2005 to coordinate rehabilitation and reconstruction after the tsunami of 26 December 2004, with a mandate ending in 2009. Headed by Kuntoro Mangkusubroto, the agency managed funds from government, international donors and non-governmental organisations on a scale unprecedented in Indonesia. From the outset its presence prompted debate in Aceh about the relationship between a special central agency and a regional government that was itself recovering.

In December 2006, two years after the tsunami, Kuntoro publicly named several obstacles to reconstruction: BRR's internal capacity, the regions' weak capacity to absorb funds, inadequate supporting regulations, bureaucracy, difficulty finding contractors for projects above Rp 20 billion, and land acquisition. He also put the reconstruction needs of Aceh and Nias at about US$7.1 billion, of which only some US$2.2 billion had been disbursed in the first two years.

M. Adli Abdullah, then a lecturer in the Faculty of Law at Syiah Kuala University, responded in the essay "Menyikapi Frustrasi Pak Kun" (Responding to Pak Kun's Frustration, Serambi Indonesia, 23 December 2006). He disputed the claim that Acehnese contractors could not handle large projects, pointing to local contractors financing projects worth tens to hundreds of billions of rupiah in Bireuen and North Aceh. He also rejected the impression that Acehnese were unwilling to release land for public purposes: in his view people were willing once a price was agreed, as in the case of embankment land at Alue Naga, Syiah Kuala, where a price of Rp 50,000 per metre had been set but payment had not been released even though the land was already in use.

The most fundamental criticism concerned partnership. The deputy head of the provincial Regional Infrastructure Office, Mawardinoor Mahmud, judged that BRR's work amounted to little more than absorbing budgets without regard to usefulness. For Adli Abdullah, the statements of Kuntoro and Mawardinoor together showed that BRR and the regional government were going their separate ways. He described BRR as having become a kind of 'new king' in Aceh that eroded the role of partnership.

His central proposal was a redefinition of role. BRR, he argued, had originally been created to stand in temporarily for an Acehnese government that had been shattered and had lost public trust, not to become a new machinery of government. Once regional government had strengthened, BRR should concentrate on major projects such as roads, ports and the popular economy, hand over projects that regional government could carry out, and prepare the transfer of its functions to the Aceh government. As a comparison he pointed to the recovery of Phuket by the Thai government without a special agency like BRR.

Culturally, Adli Abdullah described the trillions of rupiah as 'people's alms and the wisdom of the tsunami' (sedekah orang dan hikmah tsunami), a moral framing demanding that the aid not be squandered. The framing is consistent with his wider critique of an economy oriented to 'spending the budget'. In the study of disaster governance, the debate around BRR is an important case of the tension between the effectiveness of a centralised reconstruction agency and the building of local capacity in post-disaster recovery.
