Filsafat intelijen dan kegagalan pulbaket membaca AcehThe philosophy of intelligence and the failure of pulbaket to read Aceh

2005–kini (Aceh pascadamai)2005–present (post-peace Aceh)

A philosophical critique of how the state gathers and processes intelligence material (pulbaket) about post-conflict Aceh. Its central thesis is that the state's failure to read Aceh stems not from a shortage of data but from pulbaket operating without an adequate ontology, epistemology, meta-theory or sense of time. Intelligence thus becomes a system that confirms its own old assumptions rather than one that learns from social reality. The idea was set out in three essays published in early January 2026.

Data hanya mengisi kategori, bukan mengujinya.

Pulbaket, short for pengumpulan bahan keterangan (gathering of intelligence material), is the first stage of the Indonesian intelligence cycle. The philosophical critique of it begins from one observation: the state acts as a subject that knows, classifies and manages, yet never examines the conditions that make its knowledge possible. In this arrangement Aceh never appears on its own terms. It is always already defined by the state's horizon of knowledge, above all through three keywords: stability, integration and residual threat. That language is performative, since it creates the reality it then claims to observe. The state's belief that its knowledge is neutral, called epistemic innocence, is precisely where its blindness begins.

At the ontological level, pulbaket is described as working pre-ontologically. It skips the question of what it actually seeks to know and goes straight to recording what is visible: who met whom, where, when, and how large the crowd was. The result is a catalogue of events, not an ontology. Aceh is treated at once as a post-conflict area, a latent-risk area and an ordinary administrative area without any firm ontological decision. Yet Aceh is a social field layered with cosmology, genealogy, moral economy and a regime of legitimacy. What really moves society, such as honour, a sense of justice, the memory of conflict and communal harmony, is rarely voiced in formal settings. Data must therefore be understood as the residue of interaction between collector and target, not as raw fact, and more data can add confidence and distortion at the same time.

At the epistemological level, pulbaket runs on an unstated operational positivism: knowledge is treated as an accumulation of observations, not as interpretation mediated by theory. Social expression in post-conflict Aceh is often non-literal; it uses symbols, deferral and strategic ambiguity. All of this is read as noise rather than signal. The result is epistemic flattening: cognitive tension is read as stability, symbolic compliance as integration, and the absence of open conflict as resolution. Quiet non-compliance, termed silent dissonance, and latent delegitimation go unrecorded, so the absence of rebellion is wrongly taken as proof that integration is complete. Such a system produces epistemic reassurance, an internal confidence that everything works, while social reality has already moved on.

At the meta-theoretical level, the critique borrows the sociologist Roger Sibeon's ideas of theoretical closure and theoretical regression, describing a system that functions empirically but is reflectively paralysed. Without meta-theory, the ontology, epistemology and axiology of intelligence run separately. Categories such as threat, stability, loyalty and disruption are treated as objective facts, although all are historical constructions of the state. Data merely fills categories rather than testing them. The intelligence cycle, from direction, collection and processing to analysis and dissemination, becomes an epistemic architecture in which bias leaks at every stage. The main bias is security reductionism: social life is read as a security matter, culture as camouflage, aspiration as subversive potential and collective memory as residual radicalism. Mature analysis should instead have a theory of the case, that is, competing hypotheses, causal mechanisms, boundary conditions and discriminating indicators, and be able to weigh the dialectic of structure and agency.

The dimension of time reveals another failure. The state works in administrative time, while Aceh moves in social time. Pulbaket records events, not processes; moments, not trajectories. Change in post-conflict Aceh unfolds slowly through erosion of meaning, cognitive withdrawal, fragmentation of trust and the repositioning of symbolic loyalty, so it never becomes loud enough to count as an intelligence event. This mismatch yields products that look mature but are anachronistic: technically correct, temporally wrong. The reports reaching decision-makers reassure rather than enlighten, so intelligence serves to stabilise elite perception instead of acting as early warning.

The remedy proposed is philosophical. Intelligence needs metaphysics in the sense of a discipline concerned with the preconditions of reality, hermeneutics for reading meaning, and a distinction between correspondence truth (the event did happen) and operational truth (its strategic meaning is read correctly). Aceh can be administratively compliant while the state's legitimacy in its moral economy declines. Intelligence must also model the imaginal stratum, the collective imagination of dignity, past and future, which often shapes stability more than events do. Methodological tools such as abductive reasoning and Bayesian updating help only when the underlying world model is not reductionist and priors inherited from the old conflict are not treated as dogma.

The conclusion of the critique is stark: the state's inability to know Aceh is a structural impossibility, not a contingent failure, as long as the knowing subject is not reconstructed. Surveillance, intelligence production and policy implementation form a closed epistemic circuit that grows tidier while drifting further from reality. It is not Aceh that enters the state's horizon of knowledge but its representation, adjusted to the language of power. Aceh will go on appearing calm, controlled and understood until social reality has moved too far, and at that moment the failure will be called a surprise, although it was long produced by the way the state knows.
