Latar belakangBackground

The idea of substantive democracy in Aceh starts from the thesis that democracy in Aceh grows out of deliberation in the gampong and meunasah, Islamic values and public moral awareness, not out of Western secularism. It distinguishes the procedural democracy granted by special autonomy, in the form of elections, local parties and parliament, from a substantive democracy that demands justice, consultation (syura) and moral responsibility. Aceh is read as a religious society that rejects the separation of religion from politics on cultural rather than ideological grounds. Its key formula is ‘spiritualising democracy, not secularising Aceh’.
