Teuku Sulaiman Daud tercatat memimpin pemerintahan Aceh sebagai Pemangku Koordinator Pemerintahan dari Mei hingga September 1953, menggantikan Residen Koordinator B. M. Danubroto. Masa jabatannya bertepatan dengan meletusnya pemberontakan Darul Islam/Tentara Islam Indonesia (DI/TII) di Aceh yang dipimpin Daud Beureueh pada September 1953, buah kekecewaan atas peleburan Provinsi Aceh ke dalam Sumatra Utara pada 1950. Sesudahnya pemerintahan dijalankan penjabat Abdul Wahab (1953–1954). Teuku Sulaiman Daud is recorded as heading the government of Aceh as acting Government Coordinator from May to September 1953, after Coordinating Resident B. M. Danubroto. His tenure coincided with the outbreak in September 1953 of the Darul Islam (DI/TII) rebellion in Aceh led by Daud Beureueh, rooted in resentment at the merger of the Aceh province into North Sumatra in 1950.
