Safaruddin was born on 17 March 1983 and comes from Susoh, Southwest Aceh. He earned his bachelor's in public administration (2004), master's (2012) and doctorate in development studies (2024) at the University of North Sumatra. In Gerindra he chaired the Southwest Aceh branch (2008–2013), was secretary of the Aceh board (2021–2022) and since 2022 has been deputy chair for organisation and daily chair of Gerindra Aceh. He was a DPRA deputy speaker in 2019–2024 and has led the USU alumni association in Aceh and the Aceh badminton association. In the 2024 election he ran as ticket no. 3 with Zaman Akli, was certified the winner on 9 January 2025 and was inaugurated on 16 February 2025.
