Rustam Effendi (Prof. Dr., S.E., M.Econ.) is listed as deputy secretary of the Expert Board of ICMI's Aceh regional organisation (Orwil) for 2026–2031. He is a professor at the Faculty of Economics and Business of Syiah Kuala University (USK). He studied economics and development studies at USK, earned a master's in economics from Universiti Kebangsaan Malaysia (2000) and a doctorate in Islamic banking from Universiti Sains Malaysia (2017). A prominent public economist, he comments regularly in the media on Aceh's economy, including the future of Sabang, the Arun Lhokseumawe special economic zone, financial inclusion and implementation of the Helsinki MoU and the Law on Governing Aceh.
