Kuntoro Mangkusubroto lahir pada 14 Maret 1947 di Purwokerto, Jawa Tengah, dan meraih gelar sarjana teknik industri dari ITB (1972), magister dari Stanford University, serta doktor ilmu keputusan dari ITB (1982). Ia mengajar di ITB, memimpin PT Tambang Batubara Bukit Asam dan PT Tambang Timah, menjadi Menteri Pertambangan dan Energi (1998–1999), lalu Direktur Utama PLN (2000–2001). Pascatsunami 2004, ia memimpin Badan Rehabilitasi dan Rekonstruksi (BRR) NAD-Nias pada 2005–2009 dan mengoordinasikan salah satu program rekonstruksi pascabencana terbesar di dunia, dengan perhatian khusus pada transparansi dan antikorupsi. Ia kemudian mengepalai Unit Kerja Presiden bidang Pengawasan dan Pengendalian Pembangunan (UKP4) sejak 2009, dan wafat pada 17 Desember 2023.
Kuntoro Mangkusubroto was born on 14 March 1947 in Purwokerto, Central Java, and earned a degree in industrial engineering from ITB (1972), a master's from Stanford University and a doctorate in decision science from ITB (1982). He taught at ITB, ran the state coal company Bukit Asam and the tin company PT Timah, served as Minister of Mines and Energy (1998–1999) and then as president director of the state electricity company PLN (2000–2001). After the 2004 tsunami he headed the Rehabilitation and Reconstruction Agency (BRR) for Aceh and Nias in 2005–2009, coordinating one of the world's largest post-disaster reconstruction programmes with a strong focus on transparency and anti-corruption. He later headed the President's Delivery Unit for Development Monitoring and Oversight (UKP4) from 2009, and died on 17 December 2023.
