Telaah tentang paradoks Aceh yang kaya sumber daya tetapi mencatat realisasi investasi terendah di Sumatra. Tujuh faktor diidentifikasi: perizinan yang lambat dan berlapis, ketidakpastian regulasi, keterbatasan infrastruktur, lemahnya kepastian hukum dan sengketa tanah, tata kelola dan korupsi, sempitnya diversifikasi ekonomi dan keterampilan, serta pertimbangan sosial-budaya penerapan syariat. Telaah ini juga mencatat upaya perbaikan, dari Mal Pelayanan Publik hingga pelabuhan dan jalan tol, dan menegaskan bahwa damai harus diikuti kemakmuran.
A study of the paradox of Aceh, rich in resources yet recording the lowest realised investment in Sumatra. Seven factors are identified: slow and layered licensing, regulatory uncertainty, limited infrastructure, weak legal certainty and land disputes, governance and corruption, narrow economic diversification and skills, and the socio-cultural considerations of sharia implementation. It also notes reform efforts, from public service malls to ports and toll roads, and insists that peace must be followed by prosperity.
