Pada pertengahan 2004, ketika Aceh masih berada di bawah operasi militer dan belum dilanda tsunami, para perumus syariat Islam di Aceh menggambarkan penerapannya sebagai proyek bertahap: penyadaran dan pembinaan lebih dahulu, hukuman sebagai jalan terakhir. Pandangan ini, yang terekam dalam wawancara dengan Yusuf Hasan, salah seorang arsitek perumusan syariat, menempatkan syariat dalam rentang sejarah panjang dari keistimewaan 1959, pengikisan oleh undang-undang Orde Baru 1978–1979, hingga UU No. 44/1999 dan UU No. 18/2001. In mid-2004, while Aceh was still under military operations and before the tsunami, the drafters of Islamic law in Aceh described its implementation as a gradual project: awareness and guidance first, punishment as the last resort. This view, recorded in an interview with Yusuf Hasan, one of the architects of the sharia framework, places sharia in a long history running from the privileges of 1959, through their erosion by New Order laws in 1978–1979, to Law No. 44/1999 and Law No. 18/2001. The phrase ‘it will take 57 years’ refers to his answer that harsh punishments of the kind used in other countries might only be considered decades later. The record matters for comparing the original aspirations with later sharia practice.
