Latar belakangBackground

The special autonomy fund (Otsus) is a fiscal transfer granted to Aceh by the UUPA for twenty years from 2008, set at two per cent of the national General Allocation Fund until 2022 and one per cent in 2023–2027. Over almost two decades it amounted to nearly Rp100 trillion, yet poverty in Aceh has stayed above the national average. As the scheme nears its end in 2027, extending Otsus has become the central item of Acehnese politics, while critics point to fiscal illusion, dependence and weak accountability. The debate also extends to education, the dayah and Islamic sharia, which the fund has financed.
